1 Timothy. 6:13-16;
I urge you in the sight of God who gives life to all things, and before Christ Jesus who witnessed a good confession before Pontius Pilate.
That you keep this commandment without spot blameless until our Lord Jesus Christ's appearing.
Which He will manifest in His own time, He who is the Blessed and only potentate, the King of Kings and Lord of Lords,
Who alone has immortality, dwelling in unapproachable light, whom no man has seen or can see, to whom be honour and everlasting power, amen.
Ok, who is Paul talking about Father God or The Lord Jesus?

Re: Who is it?
I believe the key to these verses is found in v.16;
Paul states:::: who alone has IMMORTALITY,
Jesus states in John. 4:24; that God is Spirit, and those who worship Him must worship in spirit and truth.
Paul states in 1 Tim.2:5; For there is one God and one mediator between God and men, the Man Christ Jesus,
Jesus is the one who was mortal being born a man and He proved His mortality by dying on the cross.
He proved His immortality by rising from the dead never to die again.
God the Father cannot die because He is a Spirit Being.

But finishes by talking about Jesus.
So, both are mentioned.

Re: Who is it?
Well they have to reject the Oneness of God on the fact that God the Father is (a) Spirit, ie not mortal.
And the fact that Jesus of Nazareth is a man who alone has immortality.
