This can be a challenging subject as what is written separates sinners from the congregation of the saints of God. Now the question might be more along the lines of what is the difference between evangelism and the body of Christ gathering together and how did Jesus handle these things?
We know according to what is written and the many warnings there is no sinner in the body or to be fellow-shipped with by the saints of God, but there are sinners that need evangelizing. What truly separates the two in God's word? it is fascinating how Jesus handled this issue.

Perhaps there needs to be a line of distinction between “Sinners” and those that take the name of Christ and are unrepentant about their sin. One should be always welcome, the other needs to show fruits of repentance.
