I asked Grok for the strongest case possible that Copeland, Hagin, Capps, and Moore could put forth for the idea that prior to Jesus' taking the keys of death and Hell, Satan had authority over death and Hell.

As the firstborn from the dead, the reborn Man then stripped the principalities and powers (Colossians 2:15), paralyzed the one who held the dominion of death (Hebrews 2:14, Rotherham), and seized the keys of death and of Hades (Revelation 1:18).
