It is the final key.
Their sin has cost them the ability to meet the "blameless" requirement of a true bishop or deacon. (1 Tim 3:2)
Repentance is available to them, but they have forfeited their "office".

That would depend on whether or not the sinner was already in "the" church ? (As opposed by being in some other church that was false.)
If he came to us from the outside, we would baptize them in the name of Jesus Christ for the remission of sins.
If he was already a supposed member of our congregation, his chance has been used up.
It is written..." For it is impossible for those who were once enlightened, and have tasted of the heavenly gift, and were made partakers of the Holy Ghost,
5 And have tasted the good word of God, and the powers of the world to come,
6 If they shall fall away, to renew them again unto repentance; seeing they crucify to themselves the Son of God afresh, and put him to an open shame." (Heb 6:4-6)

Would you baptize them again ?

I don't believe another baptism would be necessary.

Regarding "his chance" being "used up..."
Would you have restored the fornicator who had his father's wife, in Corinth?
- See 1st Corinthians 5:1-13 and 2nd Corinthians 2:3-11.

Just to be certain I'm understanding you...
If this had been your church and it was discovered that a baptized member of the church was found to be fornicating with his father's wife and you kicked him out, he can be restored to full membership in your church without being baptized, again?
