I will say that there are too many passage that reveal, imply, or state that God loves everyone without condition. In my view, it is just the opposite as there are too many passages that reveal, imply, or state the conditions of God's love. We see quite differently through the many different lenses...

Forgiveness was conditional, but Gods love extended to man while men were sinner, hence the need for the the death and resurrection of His Son.
